Development of a National Action Programme (NAP):

The purpose of the NAP is to identify the factors contributing to desertification/land degradation and practical measures necessary to combat these factors. The NAP is required, inter alia, to:

  • Specify the respective roles of government, local communities and land users
  • Incorporate long-term strategies to combat desertification/land degradation and be integrated with national policies for sustainable development
  • Provide for effective participation at the local, national and regional levels of non-governmental organizations and local populations
  • Require regular review of, and progress reports on, their implementation
